Spain Calls on EU to Freeze Israel Agreement After Gaza Aid Flotilla Incident

Spain’s Prime Minister, Pedro Sánchez, has urged the European Union to immediately suspend its association agreement with Israel following reports that a civilian aid flotilla bound for Gaza was targeted in international waters.

In a statement shared on social media, Sánchez accused Israel of breaching international law, saying the interception of the Global Sumud Flotilla took place outside its territorial waters. He emphasized that such actions represent a repeated disregard for legal norms.

The Spanish leader also confirmed that his government is actively working to support and secure the release of Spanish nationals reportedly detained during the incident. However, he noted that these efforts alone are insufficient given the broader implications of the situation.

Sánchez called on the EU to take firmer action by suspending its cooperation framework with Israel and pressing Prime Minister Benjamin Netanyahu to comply with international maritime law.

The European Union–Israel Association Agreement, signed in 1995 and implemented in 2000, serves as the foundation for political, economic, and scientific cooperation between both parties. It explicitly states that relations are contingent on respect for human rights and democratic values.

The appeal from Spain comes in the wake of the Global Sumud Flotilla’s Spring 2026 mission, which departed from Sicily. Reports indicate that vessels carrying activists were intercepted near the Greek island of Crete while navigating international waters.
